CONSULTANT EVALUATIONS

Consultant evaluations in the form of debriefing at project close-out are helpful, however due to the high degree of variability and subjectivity, the CAA recommends that they not be used in the selection process. If Consultant evaluations are used, it is recommended that:

  • The client establishes and shares well defined “industry standard” benchmarks or metrics on which Consultants are evaluated, so each Consultant may know where they rank.
     

  • Evaluations do not include factors beyond the control of the design team, such as the quality of performance of the construction contractor and specific site issues beyond the control of the design team.
     

  • Evaluations include a review with the Consultant and an appeal mechanism.
     

  • A robust and structured training program is implemented for all evaluators to limit subjectivity.
